How to Get Your ITR (Form 2316) Stamped as True Copy (in Cebu City)

We all want things to be free and easy. Applying for a visa to Korea for trips of less than 59 days is free. (Yay!) And the list of requirements for applicants who are employees is short and simple enough. (Double yay!) But, alas, when you're applying in the consulate in Cebu, you don't simply hand the consulate staff a copy of your ITR/Form 2316—unless it has been stamped and certified by BIR as a true copy. (Well, you can, but the consulate staff will hand it back to you and will not accept your application!)

Since I work for a company that falls under the Large Taxpayers Division (LTD) of BIR, it wasn't as easy as popping by the BIR office and flashing them my ITR/Form 2316. I had to prepare some documents and go to two different BIR offices.

If you, like me, work for a company that's under the LTD of BIR, here's what you need to do:

Prepare the following:
  • Copy of ITR/Form 2316 that you want certified
  • Request letter signed by you and your company HR or your manager
  • Copy of your ID
  • Php130 in exact amount (for certification fee and documentary stamp)

And then get your butt to the BIR offices:
  1. Go to the BIR Regional Office Building and get a priority number for the Cashier/Window 12.
  2. Give the cashier your ITR/From 2316 copy and pay the certification fee and documentary stamp fee (total of  Php130). The cashier will give you a receipt with the documentary stamp attached.
  3. Go to the BIR Large Taxpayers Division Office (a 10-minute walk from the Regional Office).
  4. Present your request letter, photocopy of your ID, copy of ITR/Form 2316 that you want certified, and certification fee receipt with attached documentary stamp. The BIR staff will verify your ITR/Form 2316, stamp and sign it, and stick the documentary stamp on it.
If you work for a company that does not fall under the Large Taxpayers Division of BIR, you only need to go to the BIR Regional Office Building for the certification. Please inquire from BIR for the exact process.

  1. Hi, is this applicable to companies like San Miguel wherein our ITR's (all employees of the Philippines) are processed in our Head Office in Manila, so the ITR's came from BIR Manila office.

    1. Hi Hooblat. Hmmm...sorry, I have no idea, would be best to inquire from BIR LTDO Cebu (number is posted above). If this is for Korean visa processing, but you can't get your ITR stamped, I read in another blog of another option which is to attach a photocopy of the alphalist with the BIR stamp (you can get a copy of this alphalist from your HR).   5. Hi. When you apply for korean visa. Do you need to attached your landing slip from your travel history to your passport? Esp. When you’ve only been to HK and Macau. Since they don’t stamp your passport. Please advise. Thanks.

    1. Hi. It is not required, but it doesn't hurt to attach those, too. When you submit your application they will go over your documents and return what is not needed anyway.

  6. Hi. My travel to korea will be on november and I have to apply for a visa this week already.. Me and my husband alreadyhave our Bir 2316 itr form. But, it has no received stamp in the said form.. we still have to send it to Bir Manila. And we don't have enough time already since we're applying this week.. what shall we do? Is it ok if we would just right a letter of explanation? What reason would we put there that would be valid for the embassy? I'm nervous we might get denied because of this. Could you give me a sample? Thank you so much

    1. Hi Cammille. I am not sure if the Cebu consulate will accept ITRs without a BIR stamp (I haven't tried it). Please call the consulate to verify if attaching an explanation letter with the unstamped ITR would suffice.

    2. Hi. I went to the Cebu Embassy today.And the lady gave back my ITR without stamped.The company's HR didn't know that and me either. So, I need to go back to the Embassy again after getting a stamp. They usually don't accept an ITR without a stamp.

  7. Hi, I will apply for korean visa next week and I request a copy of form 2316 and alphalist but the HR sent me the the ITR from 2017 same with the alphalist. Is it okay? Hoping for your response. Thanks a lot.

    1. Hi. Yes, you can submit your ITR from 2017 (since the 2018 ITR won't be available until the first quarter of 2019).

  8. Hi, I already received my form 2316 but there’s no stamp because my company said that only the cover page of the alphalist will be stamped. But my problem is that they will still be submitting it to the BIR for filling and I need to submit my documents already to the embassy. What should I do?

    1. Hi Julie Ann. There are two options:
      1) submit a certified true copy of your Form 2316 (above post)
      2) submit your Form 2316 (without a stamp) AND the alphalist

      In my case, I opted for option 1 since our company will not provide an alphalist.

  10. Hi, I just recently resigned from my job effective this month February 2019. I already had a plane ticket & accomodation for 5 days in korea. What will I submit in replacement of COE and ITR?

  13. On my case, the BIR officer said that BIR Received Stamp will suffice the 2316 as certified copy for visa transactions. Also the agency I'm applying for doesn't require me to have a document stamp on it since it has already the Received Stamp :). You just need to file your tax(2316) on BIR and have the received stamp on it.

  16. Thank you for sharing this. In my case, I submitted two letters, one from me stating my request/purpose and the other one from my employer to certify that they submitted my 2316 last feb 2019. By the way, my RDO is here in Metro Manila.

  17. Is it required to have stamp in your company location only. My company is located in makati and the branch where i world is in manila do i need to go to makati?

    1. I had it on a letterhead, but not sure if it's required. Better ask BIR.
